Helpful information on applying for a provisional driving licence, with a web-link to DVLA:

Minimum age you can take the test:

You can take your theory test once your provisional licence becomes active; this is normally, for car drivers, your 17th birthday. However you may apply for the licence within three months of your 17th birthday.

If you applied for a scooter (Category P), small tractor (Category F) etc, from the age of 16, the same licence will then automatically cover you for a provisional car (Category B) and motorcycle up to 125cc (category A) from your 17th birthday.

If you apply for your provisional licence before you are 17 you will still have to wait until your birthday before you can take your theory test.

Disability Living Allowance (DLA):

If you are receiving disability living allowance at the higher rate (mobility component), your provisional licence will come into effect when you are 16, but you can apply for it within three months of your 16th birthday.

If you apply for your provisional licence before you are 16 you will still have to wait until your birthday before you can take your theory test.
